For about forty years, child safety education in most of Europe and North America rested on a single idea: do not talk to strangers. It was memorable, easy to teach, and pointed children away from the actual danger.
Abduction and abuse by an unknown adult is rare. It is also the category that generates almost all the news coverage, which is precisely why public perception is calibrated to it.
The overwhelming majority of child sexual abuse is committed by someone the child knows, family members, family friends, and adults in positions of trust such as coaches, teachers and youth leaders. A child taught to be wary of strangers has been given a defence against the least likely threat and no defence at all against the likeliest.
The lesson is not merely useless. When a child is genuinely lost or frightened, the safest available adult is very often a stranger, a shop assistant, a parent with children, a bus driver. Children have been found to avoid asking for help precisely because they were doing what they were taught.
And it teaches that danger is a category of person rather than a category of behaviour. A child looking for a scary-looking stranger will not notice a warm, familiar adult behaving in a way that should concern them.
Modern child protection education teaches behaviours instead of categories. The core ideas are simpler than they sound:
The fourth point is the one that causes discomfort, because it implicitly tells a child that an adult might not help, including, potentially, a parent. That is exactly why it matters. Abuse persists in families where the child concluded, often correctly, that telling would not change anything.
There is also a quieter change in what adults are asked to do. The old model made safety the child's responsibility: learn the rule, follow the rule, stay safe. It is not a child's job to prevent an adult from abusing them. Protection is the responsibility of the adults and the institutions around them, and no amount of teaching changes that.
Short, repeated, calm, and started early. Not one dramatic conversation at eleven, but ordinary language from three or four onwards, revisited as understanding grows. Fear does not teach children well; matter-of-fact repetition does.
